Licensing and Health and Safety Enforcement Committee

Purpose

The Licensing and Health and Safety Enforcement Committee, which is made up of 13 members, exercises powers relating to all aspects of the licenses and permits that we have a power or duty to grant (see below). It also deals with certain Health and Safety issues that are not otherwise covered by our capacity as employer.

  • Hackney carriages and private hire vehicles and drivers
  • Lotteries, betting and gaming
  • Public and private entertainments
  • Sex shops
  • Theatres and cinemas
  • Nurses’ agencies
  • Food safety
  • Caravan sites, camping sites and moveable dwellings
  • Street trading
  • Closing orders for takeaway food shops
  • Any other licensing matter that needs a decision from us
  • The registration of persons or premises in pursuance of public health, safety or related functions

The Licensing and Health and Safety Enforcement Sub-Committee has seven members chosen from the 13 members of the full committee.

It is summoned by the Assistant Director of the Chief Executive's Unit (Monitoring Officer) to deal with matters specified on the agenda.

Licensing of Alcohol and Gambling Sub-Committee

The Licensing of Alcohol and Gambling Sub-Committee has three members chosen from the 13 members of the full committee (the Licensing and Health and Safety Enforcement Committee). It is summoned by the Assistant Director of the Chief Executive's Unit (Monitoring Officer) to deal with the licensing matters specified on the agenda. A meeting of the sub-committee can only go ahead if three members are present.

The sub-committee has the delegated power of the full committee.
